Good idea, but the USSF is never spending that money. At least if you put in guidelines and criteria, you're forcing clubs to spend it. Maybe you have regional academies and make clubs of that region split the cost and have first dibs on players from the region or something.

Yeah clubs sharing the burden across regions might give them some incentive. Regardless we need someone with actual experience developing a program, not the figurehead for it like we got in Klinsmann.
