How does a recruiting service decide who to send an invitation to and for which school? Are they coordinated with the school?

Typically speaking, recruiting services do a very good job or recruiting parents and athletes to spend a couple thousand dollars for their services. their services vary from marginal help to shite. This is true across a wide range of sports.
