I'm not familiar with the in's and out's of this but, from what it sounds like to me, the govt is essentially saying that commercial fisherman have the exclusive rights to snapper and only allow the general public to harvest if they say it's ok.
That doesn't seem very fair when regular fisherman have to make the sacrifice so commercial fisherman don't have to share the problem.
