Yeah, they do have a cultural problem. But Cops also have a cultural problem. One that impacts more than just black people.

There are bad people everywhere. But I will counter your argument and say that the less than 1% of "bad" or "crooked" cops are far surpassed by the 99% who are trying day in and day out to do the right thing and protect and serve their community, putting their lives on the line everyday.

The FBI crime statistics shatter their narrative and also the narrative of systemic racism in the judicial process
This one won't sell for them because it's a shove and run and the guy turns...even if it were the focal point of the more reasonable problem you're describing that isn't drawn along racial lines it would still be counterproductive to the narrative
Now had they used Eric garner as an example and not made it racial. That one sells better but they turn people off and make them more
Immediately sympathetic to the cops regardless of the situation
No knock warrant frickups, Eric garner and Alton sterling work a lot better because regardless of whether or not someone finds them justifiable they can still see larger issues at play that they do not like
But BLM is built on hands up don't shoot...a lie for the ages
