you didn't get a high speed vibration from bad struts.

They just finally managed to get the tire/wheel balance issue straightened out.

Bad struts can absolutely cause high speed vibrations. The reduced damping on a bad strut can't keep the tire stable at high speed. As a result, you will get a cupped wear pattern on the tire and the vibrations and noise will continue to get worse until the tire is ruined, at that point you will be able to hear and feel vibrations even at parking lot speeds.
