The rush and anxiety of mass hysteria can lead people to hearing and seeing things that didn't happen. A large portion of the crowd are claiming to have heard two separate guns. This has been the spark for the multiple gunman theory.

Simple answer: There's this little thing called an "ECHO" which happens from time to time in open air areas with large things around them to bounce sound off of.
