They're chasing him then he's in handcuffs but we don't see how he gets put in handcuffs. I'm guessing there was a struggle to get him in handcuffs since he was running. Was it excessive? Hard to tell if I don't see it

the fact that you are defending "excessive force" proves bullshite. He's 6'5" 275lbs. It would take half the police department to even hold him to the ground. gtfo
