well, that is a whole different story. depends on how much money we are talking about as to how I would proceed.

I would say that you should at least send him a certified letter saying, in effect, that the project is taking entirely too long and that it is time to either finish the work or refund the remainder of the cash. this is basically the first step to either small claims court or a real lawsuit.

hopefully (but not likely), you have something spelling out exactly what he was going to do, how much it was going to cost, and how much you have already paid.
