This is correct.
And there is a definable reason:
A lack of a responsible male role model in the family. It begins here with children being born to single women that need support of a daddy government, the emotional female raising the children with what she only knows and her life experiences combined, then progression to anger at a broken system. It's sad but true.
Obviously individual results may vary from this reasoning, but as a whole this seems to be the problem, imho.
