Not familiar with that engine. Does it have a fuel bowl under the carb? If it has a bowl look to see how it is held in place. Some have a hex head bolt screwed into the center of the bowl. Unscrew that bolt and look to see if it has a small hole in the side of the bolt. If it does, and if that hole is clogged, it will do exactly what you said. Use a small wire or blow compressed air through that hole to remove clog. Reinstall and try starting.
