It's not possible with 5 darts.
If you use the MINIMUM amount, that's
16, 16, 16, 16, 16
which is 80.
Then to make up the remaining 20 points, you have the available options (the original options minus 16 each):
0, 1, 8, 23, 24
Obviously you can't use 23 or 24 to make 20.
So you are left with a combination of 0, 1, 8 to hit 20.
You can't hit 20 with a combination of 0, 1, 8 using 5 darts. Closest you can get is 19 (1, 1, 1, 8, 8).
17+17+17+24+24 = 99
