ESO has never really had a strong PvE multiplayer component. From day one, it's always been more about seeing other players out in the world rather than having a meaningful reason to interact with them.

current ESO in particular plays a lot like a modern Elder Scrolls. Since the One Tamriel update, your characters are level-scaled, meaning a level 1 can go to a high level zone and do quests. There's no real order to doing things. You can do quests in Morrowind for awhile then hop over to Skyrim and do some quests there if you want. All the guilds are there. Fighters guild, mages guild, thieves guild, and dark brotherhood all have quest lines you can follow.

My only problem is that the questlines in vanilla ESO don't take the One Tamriel update into account, meaning if you do them out of order, they constantly reference things that haven't happened yet.
