Why wasn't DACA a priority for congressional Dems in 2009 and early 2010?

It was put to soft vote by Reid if I remember correctly. I think they knew they didn't have the votes in the Senate but in 2010 (lame duck session) they put it to a vote. 5 Democrats including Tester (only remaining dem) voted against DACA.
There were several Republicans that voted for DACA but they didn't have the 60 votes to pass the law

But it was a blow for top Senate Democrats and President Barack Obama, who enlisted a half dozen Cabinet secretaries to lobby undecided lawmakers and embark on a media blitz highlighting that the bill would send more people to college, boost military recruitment and help the economy.
“This bill is a law that at its fundamental core is a reward for illegal activity,” said Sen. Jeff Sessions (R-Ala.) on the floor an hour before the vote. “It’s the third time we’ve tried to schedule a vote on it during this lame-duck session; it’s the fifth version of this legislation that has been introduced in the past five months.”

This was a wedge issue for obama. The EO was just virtue signalling for votes.
The interesting part in all of this is the gop. Ran against daca and obamacare and by next year both are likely to be strengthened. Sort of amazing.

It was the same damn filibuster-proof Congress that enabled passage of Obamacare without a single GOP vote. Point being, any legislation was there for the passing. If Obama/Reid/Pelosi had any real desire to pass actual immigration reform, they could have done it easily. They didn't!
