I assume it is the latter, and he just can't transcribe it properly.
Assumed the spaces prior to and after the first division meant something and there was a reason the "1/3" didn't have any spaces.

Nah, spaces don't mean anything in this problem.

9-3 = 9 - 3

3 / 1 = 3/1

1/3 = 1 / 3

It's all the same regardless of the spacing.
