The problem, as it is written in the OP, would solve as 9.
If his intention is for it to be 9-3/(1/3)+1, the answer would be 1.
I assume it is the latter, and he just can't transcribe it properly.

Nah, spaces don't mean anything in this problem.
9-3 = 9 - 3
3 / 1 = 3/1
1/3 = 1 / 3
It's all the same regardless of the spacing.
