I didn't see a number of total troops deployed quoted. If they mentioned the total then yes 5000 fewer were deployed. If they only have the quote "said they had deployed more than 6,300 active-duty troops but had actually only deployed 1,638" then there were not fewer deployed they were just mislabeled
