In the GS pay scale if you come in as a GS12 step 1 you will get a step in crease every year until step 5 or 6, after that it is every 3 years until you top out at step 9.

You get step increase every year for steps 1-3, then steps 4-6 take 2 years, and 7-9 are every 3.

I'm sure there are some government agency that are FULL of lazy fricks, but DOD actually bust arse at work.
