Nowhere. The Dome is perfectly situated. It's in an ideal location. Also, anyone who thinks we need an open-air stadium in one of the hottest and wettest cities in America is an imbecile.

These were the game-time weather last year in New Orleans for home games:
9/11: 88 F cloudy 73% humidity
9/25 82 F overcast 66% humidity (night game)
10/16 84 F overcast 65% humidity
10/30 84 F sunny 47% humidity
11/13 66 F sunny 55% humidity
11/27 64 F sunny 64% humidity
12/4 68 F overcast 98% humidity
12/24 77 F sunny 82% humidity
Overall, not terrible. Not one game did it rain outside last year. September, October, and beginning of November tend to be drier months for South Louisiana. As far as location, like another poster said, the area adjacent to where Mardi Gras World is perfect.
