Not totally true. If it's small enough, and not a complex part you can scan it on a home scanner. convert the jpg to a svg with inkscape. Import the svg file into Tinkercad. You will have a good starting point for your file. Then once you have it like you want export as stl. then you're good to go.

Just trace it and email it to the printer. If it's a high quality printer it'll do the rest.
