I figured someone would come with this. While I guess technically the wrong term, I used it in a "government employee" meaning. Someone not in public service.
I guess someone could argue the Commander-in-Chief role, but I feel that digresses the conversation. Although I would imagine Franklin might have been Commander in Chief equivalent to the Pennsylvania militia/national guard/whatever they had in his roles.

He was also a foreign minister to france, sweeden, and maybe more (i forget and am lazy). Hardly a civilian role imo.
