Were they though? I admit, I was thinking the same thing, but they are commanders-in-chief... I'm not sure if presidents are civilians or not.

I figured someone would come with this. While I guess technically the wrong term, I used it in a "government employee" meaning. Someone not in public service.
I guess someone could argue the Commander-in-Chief role, but I feel that digresses the conversation. Although I would imagine Franklin might have been Commander in Chief equivalent to the Pennsylvania militia/national guard/whatever they had in his roles.
