Colleges should be able to move four years down in age and remove the hourly cap. This would help solve the issue of not moving to Europe until 18. In return schools get rights to players as a return on investment.

I wish FIFA would change this rule back to how it used to be. If a kid is talented enough at 12 years old to play in one of the major youth academies then let him go there.
