You not going to find 10 fps, maybe 7 at that budget.

I would buy used, maybe a Canon 60D. Body will run you about $500 used (max). You need to invest in the glass. A decent used lens will run you about $600-800. They do have new long reach lenses for $200 or so, but quality isn't nearly as good. You can get these used for $150. The quality is not bad if you are just looking simple images, not high quality photos.
