i think there was also fear of alt-right doxing, officially

however, i think the real reason they were worried about the town hall was because of what would actually happen in the town hall. if some employees asked difficult questions, Google could look TERRIBLE. what happens if a genuine employee asks a neutral question that crosses some line with a small population? and Google fires him? or if Google doesn't fire him?

i think Google realized they were walking a fine line and could look like legit authoritarians. so they have to cancel an uncontrollable event like a town hall and will handle it in a very controlled way.

They've painted themselves in quite a corner. Damore also filed an NLRB claim against Google, so their lawyers may have been worried about any statements made during the town hall later being used against them.
