Why do you say that? What do you take issue with here:

That's consistent with the purpose of a VISION statement.

Clearly "destroying" Yamaha could not have been a rule or regulation, since it's an independent company. But if you interpreted that statement like the one in the OP's article, then it must be a specific policy.

If this is true, it is unconstitutional. SCOTUS has expressly ruled that quotas are unconstitutional. Its taught in any 1L Con law class, which makes me question the authenticity of this report. Every school district has a staff attorney, and they should be fired if they let this go forward.
