Do you not consider it fair to wait until they move on from Healthcare to something else before I mark it as a failure? I understand this bill is likely to fail as well.

The problem with this is then you will never move healthcare to a failure. There will always be another plan. Some sort of hope. The healthcare problem isn't going away, so there will always be solutions bantied about. But any chance of major changes this year are very unrealistic.
