My understanding is that entire area from #3's tee to #2's green washed out. So they had to rebuild the entire area, form it into the bank, resod, etc.

Croaka's first reply was to someone saying it was understandable simply because it was underwater. It was a little more than that, yes. But, honestly, it should be good by now.
