Possibly I didn't explain fully. Russian ships pull into Havana all the time. Who do you think supplied Havana during the embargo? This is the extent I meant.

And Cuba needed stuff from anyone. Us opening relations could have cut off that need and allowed us better access to spy, but that is a debate for a different thread.
