My grandma talks about this subject some. She said the black schools never got new textbooks, they only got outdated used books once the white school finished with them.
When deseg happened, it raised the level of education for blacks since they got equal textbooks and resources but for some reason the school as a whole went down. Probably cause kids (from both races) came with racist outlooks and spent more time fighting and acting out.
Now it seems like most whites go to private school and education is segregated again.
Not sure what's best but it should be obvious that giving black schools the hand me downs was really not fair.
