I agree, but it seems like your definition would rely on prosecutable evidence. High leveled criminals or corruptocrats have many levels below them to "wipe" their fingerprints. That doesn't meant their corruption, or bribe taking, or kickback doesn't exist. Think Al Capone...everyone knew he was a criminal killer, but his flunkies, or the people he bribed ran legal interference for him.

I look for some links to hard evidence. Not enough to prosecute becuase that can be a high burden.
