Not necessarily true. It depends on how restricted the list is. If WKU says it's just schools they suspected tampered they won't be demonized except by media outlets in Baton Rouge and Lexington. Nationally, people will shrug their shoulders.

If it's a full restriction, it may turn out bad for them but nothing more than some bad press and might hurt recruiting down the road at worst.

Correct unless he petitioned the NCAA which he will. He very likely won't win.

Yes. If he was given a free transfer and lost his petition to the NCAA he would be eligible to take the court in fall of 2018

I know you read the articles about tampering. That is college basketball now. UK is doing so, LSU is doing so, and WKU is doing so.
