You don't need proof of tampering to place a school on a restricted list, in fact you don't need any reason at all to place a school on a restricted list.

If they block him from transferring anywhere, yep.
If they block a few schools they think are tampering, no it won't.
ETA: Look I'm not here to be negative, but there was some vital information that was being left out of this thread.
The odds of Robinson playing at LSU this upcoming season are probably less than 5%
It's possible he could sit out a year but NOBODY knows what WKU is thinking and the thought that they are just going to give him a free release is just a little silly
