Meh. Just not clever. I don't think that makes him a Tard. He lived his whole live in the Riverlands and the North. He was unused to the intrigue of King's Landing and didn't have enough time to get smart at that game. Because the game board had already been set, Varys on one side and LF on the other and the Lannisters directly in front of him - there was just no time to get ahead of it.

I mean - you know now that LF set all that up - the murder of Jon Arryn, framing Tyrion for Bran, setting all the sides against each other in KL.

"Chaos is a ladder" - LF started planning this war when he was a teenager ... after a Stark beat him up. So, I guess it was the Stark's fault after all.

ned had plenty of people over a considerable period of time explain the game to him and it's not that he refused to play it so much as he didn't understand it.
