If his primary focus is reliability I think the only place he can go would be Verizon, although I question whether this is an AT&T issue or something else. Anything else would be a downgrade for reliability.
IMO the only reason to go below AT&T and Verizon is price. And I say that as someone who has had Sprint, Verizon and am finishing up a 2 year experiment with Google Fi (Sprint and TMob).
