Yes. Yes it is. It's also accurate. The money for the Audobin bridge was about to be lost so they built the bridge there as opposed to losing the funds.
If EBR ( and surrounding areas) hadn't shite and stood in it, there might be a more useful bridge right here.

Baton Rouge didn't try at all.
Even if they did, the money would have flowed to New Orleans pet projects. Those TIMED projects were set in motion 30-35 years ago.
