Of course it does.
The major changes mean make it cheap, the leave the framework intact means keep access and quality in tact.

No, the 'make changes' means things like stop sabotaging the law, increase subsidies, raise taxes, introduce a public option.
The 'keep the framework intact' directly refutes anyone here saying that includes those wanting repeal. Framework intact =/= repeal.
