i lived there in 2007/2008
i would go to the fox hole lounge, gypsy rose, hook n bull, top gun, enochs, and the waterfront.
I didnt find Monroe that bad of a place

I enjoyed the Fox Hole too. It closed in 2007, but was a decent spot for West Monroe.
