To answer your question, I would imagine it is illegal to cut ANY tree on land that is not yours. Here in Louisiana, the judge calls that destruction of property.

The land is mine, but the lake isn't. I've lived in my house 8 years and only have seen water up to the tree once, other than that it's never in the water.
So it is illegal to cut down a cypress that is on my land, but outside of the natural banks of a public body of water?
