Listen, I've known people with "mental health issues" who know right from wrong. I've also known of people with "mental health issues" who are psychopaths. These men are the latter and it pisses me off that they are already setting the stage for some sort of "well, his mama left and he never knew his daddy and he grew up in the system and has a 3rd grade education" BS defense. All four of these assholes can rot as far as I'm concerned. You're gonna come up on two people from behind and attack them? For what? A wallet and a cell phone. frick you.

I've read the article twice and I still don't see this as anything other than a veiled attempt at making excuses for the little thugs by propping up The Covenant House.

When asking "why" a$$holes act like a$$holes before doing anything else, we are making a huge mistake.
#1 - deal with the stupid act. proper punishment.
#2 - if there is a "why", then we need to find out how to prevent next time. at the time of the illegal action, it is too late.
if there is a feasible solution, great. if there is not, you still must offer proper consequences for actions.
the reverse order leads to excuses, not solutions.

If the Marines want to set up a program like you want, go for it.
I would advise the Army to stay FAR AWAY from the idea of bringing juvenile delinquents on post for job training and rehabilitation. That's not the Army's mission. That's never been the Army's mission.
The Army doesn't have any place for people of questionable character. The Army doesn't even TRY to "re-hab" or "save" any basic trainee. If the Trainee is not motivated enough to complete basic training, the individual is discharged with an Uncharacterized classification. All the individual has to do is say, "I want out."
So the idea of sending juvenile delinquents into the custody of Active Duty NCOs on Active Duty military installations and then forcing the juveniles to stay there even if they want to quit is something that the Army simply no longer does.
Even qualified basic training recruits with stellar civilian records need only ask to be discharged for it to happen. The Army doesn't try to keep unwilling people in at all -- it is not worth the trouble AND they probably will be terrible at any job that the Army could offer them.
And as for all of the crimes that they would commit, trust me, they would. I know from experience these kinds of crimes would happen to our military families on post. I would not want to be a Commander tasked to explain to some grieving spouse why some juvenile delinquent Re-hab soldier/trainee was on post and had a chance to rape their child.

I didn't find anything really bad about the article.
Obviously they need to be punished, severely.
I'm also interested, after reading this, in WHY they did this? They walked out a shelter that was trying to help them and decided to beat the crap out of a guy and rob him?
Obviously they knew they needed help or else they would not go to covenant house in the first place. And two of them turned themselves in.

I don't see how your observation is relevant to the conversation about opening Juvenile Delinquent Good Citizen Training Centers on our Army posts. Are you saying we should be inviting these gangs IN rather than weeding them out?
