Not at all. That's a big fallacy in our society today- that we automatically assume if someone is wealthy and successful that it's due to their intelligence and hard work.
The guy is where he is at today because of money and family connections more than any other factor. Having the knowledge to run the scams that are the basis of the financial industry does not equate to intelligence, no more than it does for a car thief who "learned the trade" from his father. He merely had access to education and experiences that 99.9 % of people don't.

Steven Mnuchin was born on December 21, 1962, in New York City, as the second-youngest son of a Jewish family.[5][6][7] He is the son of Robert E. Mnuchin of Washington, Connecticut, and Elaine Terner Cooper of New York.[8] Robert Mnuchin was a partner at Goldman Sachs in charge of equity trading and a member of the management committee. He is also the founder of an art gallery in New York City, the Mnuchin Gallery.[8][9] Mnuchin's great-grandfather, Aaron Mnuchin, a Russian-born diamond dealer who later resided in Belgium, emigrated to the U.S. in 1916.[10]
Mnuchin attended Riverdale Country School in New York City. He graduated from Yale University in 1985 with a bachelor's degree.[5][11] At Yale, Mnuchin was publisher of the Yale Daily News,[12] and was also initiated into Skull and Bones in 1985.[13]
Mnuchin's first job was as a trainee at investment bank Salomon Brothers in the early 1980s, while still studying at Yale.[14]
