Honestly, I don't think some do.
A developer recently announced he was going to build 300+ homes in North BR and the mayor, gravy, etc bitched because the houses weren't going to be in the middle to upper class price range.
So you're damned if you do and damned if you don't with them.
This being a racial issue to them is laughable
