i'm confused. you could say that he was misinformed and spoke on that, but to say he lied based on what Flynn said did not happen but did in fact happened is in fact... a lie?

You are right. Badly put. However, Flynn and probably Donald Trump knew that what Mike Pence publicly stated to the media regarding Flynn talking to Kysliak was not true and that he (Pence) had been misled.
