Driver B thought Driver A was turning right even though Driver A had his left turn blinker on? Really? Driver B is your typical impatient driver who is not willing to wait for someone in front of him to complete a driving maneuver. This type of aggressive driving causes many accidents.

There is no way that's correct. You are only allowed to pass when it's completely safe to do so.

If the guy in front of you puts his blinker on and slows down to turn, there is no way it's legal for you to cross over the dotted yellow and try to speed past him on the inside before he can make the turn.
