Thinking about Tchoupitoulas street, I don't see how you park on the opposite side of the road without making this veer right maneuver before U-turning.

Regardless of whether it's a safe move by driver A, it's still Driver B's fault.

I was told by a friend who is a police officer about this same situation. If the section of road that Driver A was turning left on is marked as a DO NOT PASS (solid yellow line) then Driver B is at fault. If the road is just a regular 2 lane (dotted yellow) then Driver A is at fault. Driver A is responsible for traffic in both directions even is someone is attempting to pass, even if Driver A has blinker on. I'm not saying I agree to this but I heard it straight out of a local cop's mouth. He may be wrong...but he said it.
