1 kid: I started off with the inflatable ring type
2 kids: We then moved on to a 12' frame type with the cartridge filter pump
3 kids: After my kids got bigger we moved up to a 22' Ultra Frame and purchased the saltwater system with sand filter
This is my 3rd year on the bigger pool with the saltwater system. I laid down a sand bed in my back yard for the pool. I take the pool down every fall and the kids have a sand pile to play in until the following May.
To answer your question, a floater with chlorine tabs should suffice for a pool your size. Get the 1" tabs with a small floater. Try to monitor your PH. You will probably need PH Plus if you live in LA. The only other thing I recommend is an Algae preventer. A small pool will only need about 2 oz/week.
Don't replace the cartridge filters every week when they get dirty. Just rotate between 2 cartridges. When you take the dirty one out, spray it off with your water hose before it dries. The reason for 2 cartridges is because it's easier to remove and replace than to have to open the pump a second time after cleaning. After several cleanings the cartridges will need to replaced but they will last for a while.
