I've never seen one with the sign leaning on the car. They definitely don't prominently place them (usually low and about 200' or so away), but they're never right on the vehicle from what I've seen.

THe ones I see are usually on Tchop and West End. Obviously it could be different elsewhere in the city.

I find that the NOPD rolls them out right before rush hr and leaves them there all day. They drop their people off after rush hr to drive them back to the yard. Usually, they put them in the same spot for a week.
