Yep, and there'd be a private body that would go around inspecting kitchens so that restaurants could earn their seal of approval which they could use in advertisements to entice customers. Those who ran dirty kitchens would inevitably attract lawsuits from people sickened by tainted food. Between the legal bills and the bad press, they would surely pay the price for having a clean kitchen whether or not one was a legal necessity.
