I've read an argument that environmental groups might have used the Agreement as a basis to sue as Trump rolls back green house gas emission limitations...he's going to get sued regardless. But that's not what you're saying...that's why I'm asking for the link.

This agreement is nothing but another attempt to get the west to feel guilty about its successes and give yet more money to poorer nations.
It literally has nothing to do with a cleaner environment.
For God's sakes, China and India both sat their goals for 2020 as DOUBLING their current pollution levels LOL

Regarding the full text of the agreement, I did numerous word searches using typical terms regarding making legal claims and found no matches.
I see nothing in the article or agreement that supports your quoted claim above.
