Observant Muslims are scheduled to break their fast at 8:23 p.m. that night, well after the scheduled prom start time of 7 p.m.

Maybe I misunderstood.....Fasting ends at sundown.(Ends at sundown every day during Ramadam) that is when sundown is on that date in NY, according to the article.
