There is still a mandate there.
Just not one that is penalized through the tax code. Which is also why it probably is going to get scrapped by the senate. Since it won't pass reconciliation.
People that lapse coverage are forced to pay a 30% penalty for a year when they do buy coverage under the AHCA.
And it is false. Or at least incredible misleading. Only a fraction of the people the CBO projects are doing so out of choice. I actually think they underestimate how many people will do so but that's another topic.

Prior to Obamacare, a substantial subset of the uninsured were in households with income over $50,000. I forget if it was 10% or 20% of the uninsured, but it was millions of people.
