I think Payton and Loomis tried everything they could to spark a change and looked to make staff changes as a last resort. Most coaches in the NFL do not get that much rope from owners, but in Payton's situation (and Loomis) they are so entrenched and secure in their jobs they aren't pressured to take drastic measures. Hence 7-9, 7-9, 7-9.......
